Regional Vice Presidents are elected at the regional JCEP meetings prior to the national meeting in which they will start serving and serve an independent two year term.  Regional VP's are not in the rotation for National President .  In an election at the national meeting each year, a National 2nd Vice President is elected to serve a four year term.  Second Vice President becomes President-Elect, then President and then serves the Board as Past President.  The region from which the new Second Vice President is elected rotates and is the same as the current Past President.
